Admittedly it would be a little easier to see in the editor with a smaller graphic.

In this case it's somewhat OK for the graphic to have empty alt text--the link contains the plain text "View the chart." It would be better if the plain text included a bit more detail or if the graphic portion included alt value similar to "ND Cases per million since cases per million exceeded 1."
