Marc Wallman

Vice President for Information Technology
North Dakota State University

Marc Wallman leads North Dakota State University's Information Technology Division in efforts to provide reliable systems and services and to encourage the adoption of innovative technologies that benefit learning, research and outreach. He engages with those who foster vision and strategic discussions of technology-enabled information solutions, and he leads all operations of the division to support the student-focused, land-grant, research mission of the university.

Marc represents North Dakota on the Northern Tier Network Consortium steering committee, formerly serving as president for the consortium. He also participates in the Internet2 Network Architecture Policy and Operations Program Advisory Group.

Art Bakke

Information Security Officer, Assistant Vice President
Starion Bank

As the Information Security Officer, AVP for Starion Bank, Art provides oversight and management to protect the information assets of the bank and supports the information technology governance policies and processes, compliance, information security and business continuity plans for the organization's 15 locations across North Dakota and Wisconsin. He has more than 26 years of information technology and information security experience supporting large, complex enterprise networking environments. 

He formerly served as the Enterprise Information Systems Security Administrator and Architect with the North Dakota Information Technology Department, and as a Wide Area Network administrator and Information Security Officer for the ND Department of Human Services. He served local government entities as a system support analyst with the ND Association of Counties, and he served at the federal level as an IT manager in the United States Air Force. Art is a member of InfraGard – a partnership between critical infrastructure providers and the FBI. Art has served as North Dakota’s primary member of the Multi-State Information Sharing and Analysis Center since 2006.  He currently serves as a member of the Financial Services Information Sharing and Analysis Center.

Steve Palmer

K12 Information Systems Security Analyst
EduTech

Steve Palmer is the K12 information systems security analyst at EduTech. He is responsible for the strategic leadership of North Dakota's K-12 Information Technology Security Program, working directly with K12 schools in researching, developing, implementing, testing and reviewing K12 school information security posture. He previously worked as a PeopleSoft systems administrator for the North Dakota Information Technology Department's ConnectND program. Prior to that, he worked as a network administrator for Cloverdale Foods.

Steve joined the Air Force in 1989 working with a variety of different mainframes, computer systems and networking environments. He spent the last part of his Air Force career working in network security. He retired from the Air Force in August 2009.

Sean Wiese

Chief Information Security Officer for the State of North Dakota

Sean is an Information Security Professional with 16+ years in information security and 28+ years in information technology, working in the utility and telecom industries; state and local government; and the private sector. In his current role as Chief Information Security Officer for the State of North Dakota, Sean manages the State of North Dakota's Information Security Program designed to protect the systems, networks and date resources of North Dakota and its citizens. Sean holds a Certified Information Systems Security Professional (CISSP) certification as well as a Certified in Risk and Information Systems Control (CRISC) certification.
