Working with Controlled Substances in Research

The Drug Enforcement Agency (DEA) requires individuals handling controlled substances to be registered with the DEA. 

There are several registration categories depending on what type of work will be done using the controlled substances.

Practitioners Applying for a DEA Registration

  1. Practitioners (MD, DVM) will complete DEA Form 224.
  2. There is an exemption from payment of application fee for federal, state, and local government officials or institutions. 
  3. The exemption requires an agency officer’s signature to certify the exempt status.  The Vice President for Research is the certifying official for NDSU.

Non-Practitioners Applying for a DEA Registration

  1. Prior to applying for DEA registration, researchers who are not practitioners (e.g. MD, DVM) will need to provide a Researcher Request for State Authorization to Obtain DEA Registration letter to the North Dakota State Board of Pharmacy.  Instructions for requesting authorization from the ND State Board of Pharmacy can be found here.  The letters can be emailed to the Executive Director, Mark J. Hardy, at mhardy@ndboard.pharmacy.
  2. Once you have received a letter of authorization from the State Board, you will need to complete a DEA Application (DEA Form 225).
