The Department of Defense determines whether or not service members can transfer benefits to family members. 


Transfer Post-9/11 GI Bill to Spouse and Dependents

Steps to transfer benefits:

1. Apply for transfer of benefits through Department of Defense portal
2. Once approved, dependent applies to receive benefits through the VA
   • Fill out VA form 22-1990e online or by paper
3. Bring Certificate of Eligibility to the VA Certifying Official in Morrill Rm 112
