NDSU Libraries is adopting read and publish agreements that will cover article publication charges in select publications for NDSU authors beginning in 2023. The new agreements with the Royal Society of Chemistry, Association for Computing Machinery and Institute of Physics are pilot programs.

“NDSU Libraries is excited to build on the opportunity to support Open Access publishing via these new read and publish agreements. It allows some of the subscription costs we are already paying for high-quality content, to also cover publishing fees for our NDSU authors,” said Jolie Graybill, dean of libraries. “Each agreement is unique and different — some publishing opportunities cover article processing charges for an identified time period, and some include a certain number of articles for an additional fee. Regardless of what the agreements entail, it is an opportunity for the NDSU Libraries to support campus authors in their publishing endeavors. We hope to enter into more transformative agreements in the upcoming years as they become more widely available and attainable.”

NDSU users will have the same subscription access to publications as before, but will now be able to publish Open Access articles in eligible journals without paying a publication charge.

Royal Society of Chemistry

Through the NDSU Libraries’ existing subscription, NDSU users can search and download articles from the entire journal portfolio. With the new agreement, NDSU authors will be able to publish articles in RSC publications without an additional fee on a first-come, first-served basis. In 2023, this will include eight articles in hybrid journals, three articles in Gold Open Access journals and two articles in RSC Advances. Without the agreement, article publication charges would be $3,125 to publish Hybrid Open Access; $2,250 to publish Gold Open Access; and $1,250 to publish in RSC Advances. NDSU authors have published 28 articles in RSC publications since 2019.

Association for Computing Machinery

Users will continue to have access to all ACM and ACM-affiliated publications, as well as the ACM Guide to Computing Literature. NDSU users will be able to publish an unlimited number of accepted Open Access research articles in ACM's peer-reviewed publications at no fee. NDSU authors have published nine articles in ACM journals since 2019. Typical publication charges range from $700 to $1,800.

Institute of Physics

NDSU users will continue to have access to IOP publications, and now be able to access Electrochemical Society journals and proceedings as well as the ECS Digital Library. NDSU authors will have unlimited Open Access publishing opportunities in IOP and ECS publications. NDSU authors have published five articles in IOP journals during the past five years. Publishing charges range from $775 to $5,000.

In addition to the new agreements, NDSU Libraries will continue to participate in the Institutional Open Access Program from the Multidisciplinary Digital Publishing Institute. NDSU authors receive a 10% discount on article publication charges to publish in MDPI journals. More than 400 articles by NDSU authors have been published in MDPI titles since 2015.
