John Bitzan
Menard Family Director of the Challey Institute
With over three decades of experience in economics and public policy, John brings a unique blend of academic expertise and practical insight to his role at the Challey Institute for Global Innovation and Growth. Having studied and taught transportation economics, market performance, and regulatory impacts at North Dakota State University since 1990, his career reflects a deep commitment to understanding the economic forces that shape communities.
As the Menard Family Director of the Challey Institute, John leverages his extensive background to guide research, foster interdisciplinary collaboration, and develop innovative solutions to pressing societal challenges. His leadership emphasizes translating complex economic concepts into actionable strategies that benefit North Dakota and broader national audiences. Whether through policy-focused research, strategic partnerships, or engaging programming, John’s work embodies a dedication to creating pathways for opportunity and human flourishing.
Leading the Institute has been one of the most fulfilling roles of his career. Driven by his passion for its mission and the positive difference it makes, John finds joy in collaborating, innovating, and contributing to the growth of students and the community.
Leadership Approach and Mission
As the director, he champions a “bottom-up” leadership style. This empowers faculty, staff, and students to create new programs, research, and events to help advance the mission. He believes in an environment where ideas—whether they involve academic workshops, events, or reading groups—emerge organically and find support to thrive.
His collaborative approach embodies a commitment to embracing diverse viewpoints, fostering critical thinking, and encouraging respectful dialogue.
By cultivating these principles, the Challey Institute is equipped to address evolving challenges with agility. Whether investigating the economic implications of emerging technologies or exploring innovative approaches to workforce development, the focus remains on staying aligned with core values while responding thoughtfully to shifting societal and economic needs.
Research and Policy Engagement
Under John’s direction, the Institute is conducting policy-relevant research that informs discussions on economic opportunity and ways to improve well-being. From working with interdisciplinary researchers on topics like cybersecurity and resilience to natural disasters to sparking meaningful conversations with students, John finds joy in the diversity of perspectives his work cultivates.
This semester, one such moment stood out during a class discussion inspired by Wade Myers’ presentation on entrepreneurship. The students delved into the complexities of the gender wage gap, exploring beyond surface-level statistics to understand the factors contributing to male-female wage differences. John recalls it as a respectful and fun discussion highlighting the importance of creating spaces where students can think critically and engage with challenging topics.
Partnerships and Impact
John has excelled at forging strategic partnerships that broaden the Institute’s reach and influence. His collaboration with organizations like the Greater North Dakota Chamber (GNDC) demonstrates his ability to connect academic insights with practical applications. On November 7, John delivered the opening keynote at GNDC's Build & Beyond event in Dickinson. His presentation underscored his talent for translating complex economic concepts into actionable strategies for the state and region.
In addition to his policy work, John drives innovation in programming that engages diverse audiences. He has championed events like the Menard Family Speaker Series and Nobel at Noon and supported faculty-led events like the AI & Society series. These events create opportunities for students, industry professionals, and the public to explore transformative ideas. By bringing in prominent speakers such as Robert Zoellick, former president of the World Bank Group, he ensures these discussions blend global perspectives with solutions tailored to local challenges.
Looking Ahead
John envisions expanding the Institute’s role in shaping policy discussions and deepening public engagement. He is particularly energized by upcoming initiatives, including continuing the Menard Family Speaker Series and launching new research on workforce development, housing, and healthcare—critical areas that influence economic and social well-being.
John also aims to deepen his exploration of free speech on campus, studying how policies like the Chicago Statement influence openness to diverse perspectives. By fostering environments where pluralism and critical inquiry thrive, he is paving the way for a more inclusive and innovative academic and societal landscape.
Under his leadership, the Institute fosters innovation, collaboration, and meaningful policy research. By cultivating a culture that values curiosity and practical solutions, John ensures the Institute remains a driving force for opportunity and growth—where bold ideas and academic inquiry converge to create lasting impact for communities.
